PDF size is not determined only by page count. What matters is what each page contains and how the document was created.
The biggest causes of large PDFs
High-resolution scans
Scanner apps often preserve far more detail than an upload portal needs. A single full-color scan can be several megabytes.
Full-size photos
Phone cameras create very large images. Putting one of those photos into a PDF does not automatically make it small.
Unoptimized exports
Design and office software may embed fonts, images, transparency, and other resources at high quality.
Duplicate or unnecessary data
Some PDF generators save redundant objects or repeated resources that increase file size without changing what you see.
A one-page photo PDF can be larger than a long text-only document.
What usually compresses well
Scanned documents and image-heavy PDFs often have the most room to shrink. Text-heavy PDFs may already be fairly efficient.
